AFAICT it has been this way for a *really* long time, both on Debian and

  /sbin/unix_chkpwd

Bug description:
  setuid root is missing from /sbin/unix_chkpwd in libpam-modules-
  bin=1.5.3-5ubuntu5 and libpam-modules-bin=1.5.3-5ubuntu5.4 preventing
  things such as the cinnamon lockscreen from unlocking.
