Those autopkgtests are passing on amd64 but are failing on some architectures. highway and jpeg-xl will not be promoted to main until Ubuntu 25.04, but since the fix exists, I thought it was worth trying to get the autopkgtests passing on more architectures for Ubuntu 24.10. On the other hand, this fix isn't critical at all. highway is seeded in all the Ubuntu desktop flavors except for Ubuntu Desktop.
