I have submitted a wishlist bug against the emacspeak package to upgrade to 18.0 on 26th August 2003 (Bug#207393). So far, I have not received any reply from the package maintainer. Perhaps he has no free time for Debian currently, or there are problems holding off the upload of 18.0.
