I read an article somewhere which claimed that most (more than 70%) of Debian users run the unstable distribution anyway. Thus, although what goes into the stable release matters to some extent, the reality appears to be that by far the majority of Debian users will be running Unstable or Testing, and won't be affected by decisions about what will or won't go into the stable release.
