After doing some investigation, I have discovered that my system does not inllude the package python-speechd which according to the speech-dispatcher / orca document I ws reading is required.
The kali repositories only contain python3-speechd which I have installed, but still I get no speech with spd-say. I ran spd-conf to create a speech.conf file, and selected a system-wide configuration wit hespeak, and libao. I restarted speech-dispatcher from /etc/init.d but still no success.
