To make this talking GRUB to work, there would had to exist Assembly 
language group of specialists who would have a good will to develop 6 
KH/Z 8 BIts mono simple monotone speech engine for Grub.
I do not know, how many active developers work on Grub. Many boot 
managers are using Assembler, machine code instructions. The question is 
how complex would be to develop universal machine code routines, which 
could play speech reliably on every of various motherboares.

Sure. Opensuse 11.2 have contained special module, which could talk. I 
do not know, if it was The part of syslinux, but sure, when user have 
pressed F9 key, boot entries have been pronounced speaked by using 
monotone lovest quality speech, but speech could be understood. 
Unfortunately, I think, that it was strictly patented routine from Novel 
company.
Petitboot is another boot manager. It can be made to show items on 
Braille display.
But it is work around, that some kernel is loaded to RAM, boot manager 
can not communicate with so many devices.
So if somebody of us know experienced Assembly language engineer, who 
would have A good will try to develop speech support for GRUB, it is 
good opportunity.
