In some cases, yes.  But not in a whole host of others.

PostgreSQL is not as scalable or as fast as Oracle on the high-end.

It's also lacking some features needed for dealing with really massive
datasets.

There is no true OSS equivalent to the likes of Oracle and DB2, and it's
likely there will never be, unless one of them becomes open-source.
