I wouldn't call a handfull out of 20000 packages often. It happens that is all. Sometimes packages get replaced by others and it takes time for that change to migrate to testing. Apart from that I can't think of a reason why tesing should have debs that unstable has not. I would recommend keeping testing so you can go back to a working version if something breaks in unstable. Keeping stable seems wasted but can't hurt.
