retitle 273929 a2{en,dis}mod system needs a way to track dependencies

This bug is the result of a fix for another bug claiming that
mod_auth_ldap doesn't work without also loading mod_ldap (which is true,
of course). I'm retitling this to a wishlist for dependency support in
a2{en,dis}mod, as I believe that's the real solution to this problem.
It would benefit other packages as well (like libapache2-svn, which
requires mod_dav_fs to be loaded, IIRC).
