With the new apache system and the module configuration being done within dpkg-reconfigure, mod_auth_cache which needs to be the first auth handler needs to have a number greater than the authorization schemes enabled. To do this, 500mod_auth_cache.info should probably be named 505mod_auth_cache.info or some number greater than 500.
