i just got hit by this too, and have wasted a few hours before finally finding this bug report. the solution for me was as suggested simply adding "AuthBasicProvider ldap" and "AuthzLDAPAuthoritative off".
the first one of the two above i found on my own and i'm not certain
there's an easy way to set it without possibly breaking things for other
users.
but for the second one, couldn't it just be added to the mods-available
config file for the relevant module, so that it was set by default? if
someone isn't using ldap it wouldn't be set then, and if they were using
ldap, apparently it's needed...
