I agree that a failed restart should not make package installation fail. We can 
expect that every configuration with manual modifications needs to be updated 
in order to work with 2.4. Leaving the system in a half-upgraded state because 
of that is wrong. Even worse is failing to remove the package because the 
config test failed. I am cloning this bug for this issue.

The problem that apt-get dist-upgrade --purge will remove some conf files is a 
separate issue. Because of the discussion in this report, let's keep #716880 
for this issue.
