People who have upgraded directly from a version before 2.4.10-2 to a version after 2.4.10-5 are not affected. If someone upgrades from jessie to stretch now, it is not really possible to determine if one of the problematic versions has been installed before. Therefore, I am not going to fix this bug. On affected systems, the missing file needs to be restored manually. Cheers, Stefan
