Bug#909077: apr-util has not needed b-d on libpcre3-dev

Version: 1.6.1-2

As pointed out in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=757140
the dependencies on libpcre3-dev are not needed anymore, but still present in
the build dependencies.  Please remove.
