apache2 autopkgtest hard codes the patch to libgcc_s.so.1 in
debian/tests/chroot:

Starting with libgcc1 >= 10, aka libgcc-s1, the file has been moved to
/usr/lib/$(DEB_HOST_MULTIARCH)/libgcc_s.so.1, causing the autopkgtest to
