Ask the author for what he means by should. If he doesn't see this as
a strict requirement, but only a strong recommendation this clause is
fine. If he sees it as a requirement that applies all the time, this
clause is unacceptable. If he sees it as a requirement that applies
some of the time, I believe the DFSG may be ambiguous.
