Did you build the filesystem yourself or used the pre-built one provided by ARM? The pre-built one doesn't have the dpkg database initialised and this is why it fails. You have other options: (1) you might already have madplay in the pre-built filesystem, (2) extract it with 'dpkg -x' in the /tmp directory on the platform and run it from there or (3) re-build the cramfs filesystem with madplay extracted on your PC (with 'dpkg -x').
