The root cause of the problem with seeing the serial port was a bad Sheeva Power PLUG power supply. I previously measured the no load voltage at 5.3 volts. I later measured the voltage under load at 3 volts. After unsoldering the power leads from the power supply circuit board and attaching the leads to an external 5 volts DC power supply the PLUG initialized and udev was able to dynamically create the ttyUSB0 serial line. OpenOCD was now able to see the JTAG port. Since PLUG power supplies are noted for their faulty power supplies I will remove the power supply and replace it with a power jack to enable using an external power source. When I ordered the PLUG from Globalscale they sent me the Power PLUG, v1.3 of the original PLUG. Globalscale did NOT provide the proper documentation, they included the doc for the original PLUG. The two are significantly different. I have not been able to find documentation for the v1.3 Power PLUG. I do not see another test to do. May be a quick reset after power on could help. I had one of my sheevaplugs with issues like yours. The only way to get able to talk to it was something like undocumented failsafe recovery. I just remember playing with reset while power on the sheevaplug.
