* What led up to the situation?
Installed scanbd, searched for systemd service files, did not find
them.
* What exactly did you do (or not do) that was effective (or
ineffective)?
Researched build logs with support from #Debian on oftc to figure out
that systemd files are not build and thus installed. Bug only happens
on arm64 from trixie onwards.
HAVE_SYSTEMD=1 is true during build, but no files are generated
during build time and none packages. this affects all builds from
1.5.1-7+b2 onwards. One hypothesis(in IRC) was that a change in sbuild is the
cause for this.
Consensus was that ticket is created against scanbd, we will look
from here.

Systemd files are being included.
