FYI, if packages are not in testing (woody) but need to be for us, we
need to file RC bugs or do something to fix that. I guess filing a
critical bug against the package, requesting it be uploaded with a
'priority=HIGH' or something?
Likewise, if debootstrap has porting problems, the porters need to
file RC bugs against that package to fix it.
