And as far as I know there is nothing in debian-installer asking for exim to be installed. The packages installed is mostly decided by debootstrap, tasksel, the archive priorities and the set of dependencies and recommends of the packages in Debian, as far as I know. The d-i packages request a few packages to be installed, but exim is not one of them.
