I just tested with the freshly built Debian DVD, and the problem exist there too. Grub fail to install because sources.list do not have any entries.
I stopped the DHCP setup and told the installer to not set up the network. I also tested with network configuration fetched from DHCP, but the problem was still there. The only difference was that this time the security.debian.org APT sources were listed in sources.list. The DVD was still not listed in sources.list, and the grub-pc package was not installable. I used the ISO dated 2010-09-11 and downloaded from <URL: http://cdimage.debian.org/cdimage/weekly-builds/i386/iso-dvd/debian-testing-i386-DVD-1.iso >.
