I suppose it has to be considered a bug for a package to depend on 
console-tools and not on kbd.

On the other hand kbd has only the following recommendation:

> Recommends: console-data (>= 1999.08.29-13) | console-setup

Is it this that caused the installation of console-data?  If not, then 
what?  If yes, then either the order of the recommendations in kbd has 
to be changed, or the d-i software has to detect that console-setup is 
already installed so there is no need of console-data.

In my opinion console-data has the "right" to ask its own questions and 
console-setup may not interfere with this.  The right solution of the 
problem must be to leave console-data uninstalled by default.
