Regarding the coexisting of different archs and versions in the netboot tarballs (#286578), I just discovered the existence of the di-netboot-assistant package. Among other things it appears to work around the problem of netboot tarballs not existing by creating it's own top level hierarchy.
I think this bug should still be fixed in the netboot tarballs produced by d-i. Once it is then di-netboot-assistant (and any other netboot management code/wetware working around this problem) can be simplified.
