Yes, this file is correct so the problem is not related to 
console-setup/keyboard-configuration in any way.

I have no idea what has caused this bug so I don't know where should I 
reassing it.  Unfortunately this means unless somebody else reassigns it 
this bug is going to be totally ignored...
