Interesting. Given I've just opened #739989, I'm wondering whether you could be hitting a similar problem due to a different code path between online and offline installations. You could try downloading d-i images available in unstable, or dailies before 2014-02-07: http://ftp.fr.debian.org/debian/dists/wheezy/main/installer-amd64/current/images/ http://d-i.debian.org/daily-images/amd64/20140207-00:17/ Both should work, since debian-installer-utils was still at 1.102.
