Looking into update-initramfs calls I see flash-kernel (which I'm not
going to touch), live-installer (ditto, for other reasons), and
finish-install:
  finish-install.d/10update-initramfs

which calls update-initramfs unconditionally when cryptsetup and
console-setup are detected.

It would probably be good to check whether that's still needed.
