Yes, it was done on purpose.

No, they do not. But because the -freebsd package is Arch: all, it is
still installable on linux archs. So, if by some chance a -freebsd
package ends up installed in a linux arch, the cycle would not be
reintroduced. The cost would be a few KB extra space wasted on some
otherwise useless files. I think the tradeoff is acceptable.
