Your mail indeed can be considered as the first step: http://d-i.alioth.debian.org/doc/i18n/ch03s01.html Would you mind going through this document and then we can go for the formal process I'd prefer doing it publicly here in debian-boot rather than by private mail, even though I'll be the person you'll talk with about all this.
