I can confirm, had the same wrong links yesterday in the non-gui 
installer of the Debian testing netinst iso

You can fix this problem by changing the links to:

deb http://security.debian.org/debian-security bullseye-security main
deb-src http://security.debian.org/debian-security bullseye-security main
