Why is this a problem.  Why not make one such package to reduce the
difference between s390 and the other platforms.

I believe the correct aproach is to add support for whatever s390 is
using instead of pci, to ethdetect.  I guess that involves fixing
discover first.  What kind of bus is s390 using?
