I think base-config is what would be needed.  I do not know whether
base-config is currently in a state where it can be used noninteractively,
or to what extent the database would need to be seeded ahead of time.

I'm copying the base-config maintainer, but if you are interested in seeing
this implemented, you might also want to look at base-config and see what
would be required.
