The ISO-3166 list is officially at ISO a *country* list. However, ISO (and UNO as this list is validated by UNO) considers that many special territories, entities deserve their own code. Most often because they are autonomous territories even if they are not represented at UNO, for instance. However, they are not regions, so the best adapted term is *country* anyway. We should also think that trying to be amore precise could be somewhat confusing to our users.
