Bug#275904: should construct the shortlist templates with per-language default countries instead of setting defaults at runtime

Right now the postinst script sets default countries in the shortlist at
runtime. I've sort of fixed this to not break preseeding, but the right
fix is really to add Default fields to each individual per-language
shortlist template, and not set it at runtime.
