This is not really possible as linux-image-2.6.15-1-486 (and other kernel images too) depend on module-init-tools. So, if it were not available, this should result in an installation failure. Please send the syslog from the installation to this bug report (gzipped please!). You can find it on the installed system in /var/log/install.
