It is not bad for usability if the questions actually need to be asked.
We generally look very critically at which questions are being asked and
reduce them as much as possible. Some localization questions are
currently being asked that don't need to be, but that is a known issue
expected to be resolved before the release of Etch.

ok, here's the issue that i see (and it may be specific to the
graphical-installer...who knows).  the graphical-installer netinst
(beta 3) does popcon config, then tasksel config, both of which are
fine by me.  then it downloads all packages (still good).  then it
does exim config, then installs some stuff for a while, then does
dictionaries-common config, then installs some stuf, then does
xserver-xorg config, then installs some more stuff until finally
getting to grub config.  all the configs should be either up front or
at the end.  and really i don't think any of those configs are
necessary if reasonable defaults would be chosen for those packages.
i appologize for not taking good notes to write a good report the
first time i submitted this.

That is not true.

i beg to differ, and this graphical-installer issue has now been
broken to the world
(http://www.linux.com/article.pl?sid=06/08/15/1811200).  you may have
been blindsided by my deluge of low-priority bugs, but this one is
real.
