ppp-udeb is after eth-detect because it depends on it. The menu number needs to be lower than netcfg because it provides the same service but should be run before it. Colin noted on IRC that the reason the ppp-udeb is skipped is because its menu number is lower than eth-detect. This is basically the same issue as he fixed with the new main-menu patch, but with an extra twist. A solution for the ppp-udeb issue for Etch would be to also lower eth_detect to 17, giving it the same menu number as the ppp-udeb.
