Actually, it should work just fine -- once x11-common has been installed
once, it should be possible to replace debconf with cdebconf.

And post-etch, it may be possible to drop the pre-depends (or x11-common's
need for debconf?), fixing the loop.

ATM the GTK frontend is not ready yet to compile against gtk/x11 , a patch [1] is needed. Viceversa, the web frontend [2] is ready to be merged into our svn tree and should run easily, without need for X explicit dependance, and i wonder if this could be an option over the GTK one for desktop systems.
