If the system has OS 9 on it, and os-prober notices it, then clock-setup will currently ask whether the clock is set to UTC. Ditto for OS X, or both. The installation report seems to indicate it didn't ask, and set the clock to UTC. The only way that could happen is if os-proper didn't notice the other OSes. Which makes me think this bug is mostly a bug in os-prober.
Based on the info in the bug, clock-setup could be improved a bit. If OS 9 is installed, it could default to !UTC, and if OS X is installed, it could default to UTC. (If both are installed, it should default to asking, although that would take a lot of extra code.) -- see shy jo
