JFYI: We're aware of this problem and this is nothing you need to triage if you feel like fixing porting problems. This is not to worry about it. -lcap is Linux only and is needed for mod_itk. It was definitively broken before but nobody noticed until now because of #702475. However, itk is going to disappear soon from our source so that this is not a serious problem to be addressed. We may do something akin to http://anonscm.debian.org/gitweb/?p=pkg-apache/apache2.git;a=commitdiff;h=2dd95f8ef64dd68b2acf55c1d1b98637fbb98903 in a way it applies to kfreebsd, too.
