While it surely sounds redundant, it's a question of context. When you upgrade from one version to the other, and have something like apt-listchanges installed, you only get to see the changelog entries after the last installed versions, and seeing just a “Reupload” entry seems rather confusing to the reader (I for example had to go check the whole changelog to see what was going on), because at first sight it appears as a reupload for reupload's sake.
