I see that the sid version (but not the sarge version) now
requires gettext. Since I am able to install woody and upgrade, I keep
submit this as important, but I think a fix should get into Sarge for
this.

Looking at the current version of pppoeconf in unstable, I do not see a
dependency on gettext, but on gettext-base which is already installed by
debootstrap. It appears that this bug has been fixed on the pppoeconf side,
so I think this bug should be closed.
