The licensing of the fish images in kfish is unclear. The source code says
this:

Debian cannot distribute these images unless we know that they are licensed
under a DFSG-free license. As things stand, it is unclear whether kfish can
be legally distributed at all, because we don't even know whether those
images are licensed in a GPL-compatible way.
Can you please confirm the source of the kfish images, and if possible the
license under which they may be distributed. Then we can correct the
copyright and license information and make sure that Debian can distribute
kfish. It would be very helpful if you could do this quickly, because I am
hoping to be able to include kfish in the new stable release of Debian
(Debian-sarge), but at present this is impossible.
This bug is to keep kfish from entering sarge until the issue is
resolved and we know that the fish images are appropriately licensed.
