The default for Bulgarian language support is seriously broken.
The current setting defaults to first using Bulgarian, if that is
unavailable - using Macedonian, if that is unavailable - using Brittish
English, if that is unavailable - using default English.

The situation is wrong due to several serious concerns:

1. While Macedonian is very similar to Bulgarian language, their current
forms are definately different. The languages employ different versions
of the Cyrillic alphabet. There is no fallback to Bulgarian in the
Macedonian settings.

2. As I am the committer for the Bulgarian Gnome translation team, the
reputation and the integrity of the translators of the team is
endangered, as the user is not warned that the current translations
might be Macedonian.

3. On numerous occasions I have been prompted by businesses using
Debian, that the translation we have provided is below any quality
standards. I can be no judge of the quality of the Macedonian
translation, but to force it to Bulgarian users results in a very
riduculous situation.

4. As the two languages are different, words used in one of the
translation have utterly different meaning in the other. A typical
example is the word 'Baram' which in Macedonian means 'search' but in
Bulgarian is most often interpreted as 'touch in obscene manner'
(the word has derogatory connotations to female users).

5. There are current tensions between Bulgaria and FYR Macedonia what is
the status of the Macedonian language. I do not think that mandating a
policy in Debian to equate the two languages is the right thing to do.
Debian is the only GNU/Linux distribution to make such a choice.

6. Falling back to GB English is very unnatrural. All computer
literature and the language tradition in Bulgaria definately uses the
American version of the English language. Mixing the two differen
spellings results in an inconsistent spelling.
