Anacron's only purpose is to catch up with missed cron jobs. As such, it has no
business in mandating the presence of an MTA to perform its duty; if packages
that
install content in /etc/cron.[time] need anything mailed, they can specifiy that
for themselves. Usage of the --report argument in /etc/crontab should therefore
be optional, instead of being a default that results in the MTA requirement.
