racoon-tool syntax for peers_certfile is not in sync with the new racoon.
The new racoon requires the certtype specified on the peers_cerfile 
stanza. ie. peers_certfile x509 "peers-cert.cer";

racoon-tool won't accept the certtype arg in racoon-tool.conf making it
impossible to specify the peers certificate file.

With it specified in racoon-tool.conf we get racoon-tool error:
(eg.  peers_certfile: x509 peer-cert.cer)

racoon-tool[17167]: peers_certfile only takes {dnssec|cert-file}
racoon-tool[17167]:         peers_certfile: x509 "peer-cert.cer"

Without it specified in racoon-tool.conf we get racoon error:
