Hello,
RestartServices in /etc/hibernate/hibernate.conf should stop and start
services in the opposite order, in case one service depends on another.
Moreover, if StopServices takes place after RestartServices does at
suspend, then StartServices should take place before RestartServices
does at resume, and vice versa.

Hi,
These bugs (clock scriptlet not respecting GMT and services not being
restarted in the right order) should have been fixed in hibernate
version 1.03. For some reason the Debian automatic bug closing
mechanism didn't close them, but here is the relevant changelog entry:
hibernate (1.03-1) unstable; urgency=low
* New upstream release.
* Clock scriptlet now calls /etc/init.d/hwclock.sh on Debian
systems (closes: #287935).
* Services listed in RestartServices are started in reverse order to
being stopped (closes: #287936).
