just apt-get upgraded to the latest fbpanel   not only did the running
instance of it crash, it fails to start with the following output:

$ fbpanel &

$ Can't include /etc/fbpanel/menu
menu: plugin init failed
fbpanel: can't start plugin menu
fbpanel: can't start panel


I checked and there is no /etc/fbpanel/menu


furthermore, now update-menus will not run so the whole menu system is
broke.  here is the output:
