Currently, language-env's emacsen configuration fails on UTF-8
environment (e.g. garbled characters on UTF-8 terminal).

I've improved emacsen configuration as follows:

* Load un-define-debian on emacsesn version 21.x and earlier.
* Assume UTF-8 terminal.
* Prefer EUC-JP to UTF-8 for compatibility.
* Comments for EUC-JP environment.

Could you please apply the attached patch?
