Judging by what you are trying to do in 181701, you are not in any use case of
apt-zip use cases:

yes, one can mkdir /var/tmp/partial
however, consider other situations, e.g. read-only media.
BTW a partial dir. on readonly media isnt too good also.

apt-zip sets the cache only temporarily to the medium and, thus, where full
files are present. Thus, the partial cache is never used, so the use case you
are pointing at in 181071 never happens for a read-only media.

There is nothing to document about this bug, AFAICT.

Feel free to reopen this bug if you find a scenario where *apt-zip* messes
things up by itself on a read-only media.
